Entity Framework Designer should not be part of selectable items in VS setup

In Visual Studio 2012 there was a push to reduce the minimum installed size of VS. Selectable items were created and the EF Designer ended up becoming an optional component you get only if you select specific items, e.g. Microsoft SQL Server Data Tools or Microsoft Web Developer Tools. We have got feedback since then from customers and even other database vendors that this is confusing. This bug is to track reverting this behavior so that EF Designer is installed always in all appropriate SKUs of VS.

Given this only affects 0.02% of installs (and a number of those probably don't want EF installed) we aren't going to change this.

Moving out of EF6 release to be re-triaged. We got some numbers from the Visual Studio team that only 0.02% of installs unselect all the components required to have EF Tooling not installed. Given the very low percentage it may not be worth trying to get this changed.
