Power Tools: Exception from unloaded projects - HRESULT : 0x80004001 (E_NOTIMPL))

A number of users are reporting this issue when trying to use the power tools to view a Code First EDM in the designer.

Looks like the EnvDTE.Project.FullName getter throws NotImplementedException for unloaded projects. This is used when determining the startUp project.
